Where is the cheapest place in Germany to travel to?

I've looked at Berlin, seems pretty cheap, but I've been there many times before. Munich is a bit pricey as is Hamburg. Where is a good place to travel for under $1100 with airfare? Most places I see are around $1400 for a week.
