Is Devin kind of mean spirited to transfer from his old university?

He told me that his old university had a rule that transfer students who were admitted into the university could not cross transfer into another department unless they got approval from the chairperson in that department. And the chairperson of the department he wanted to cross transfer did not allow him so he said he is transferring elsewhere.
